Proposition 1: Dangerous shell game or overdue overhaul of California’s mental health system?
Proposition 1, which will be on California’s primary ballot in March, aims to provide 10,000 new behavioral-health beds with a $6.4 billion bond and redirect some existing funding to bolster mental health and substance abuse services. Proponents say it will go a long way to addressing some of the root causes of homelessness. But detractors say it’s just a way to lock up people struggling with mental health challenges.
