Artificial intelligence (AI) is at the forefront of technological innovation, driving transformative changes across industries, economies, and societies worldwide. Major global players are competing to lead in AI development, while simultaneously shaping policy frameworks to govern its use.
USC Dornsife Center for the Political Future has partnered with Global TechnoPolitics Forum and the Pacific Century Institute to bring this session of the Cyber Governance Dialogue Series, with its special focus on South Korea, to the USC campus community.

This panel discussion series will explore the evolving trends in AI innovation and policy, comparing how different regions are approaching AI development, regulation, and ethical governance. The discussion will focus on the key technological advancements in AI, the strategies adopted by different countries to harness AI for economic and strategic gains, and the policies in place to address the social, ethical, and security implications of AI. By bringing together experts from academia, civil society, industry, and policymaking, these panel discussion series aim to provide a comprehensive understanding of the global AI landscape and offer insights into the future trajectory of AI development and governance. This panel will focus on South Korea.
Objectives:
This panel will delve into the interplay of policy and innovation, the private sector’s pivotal role, and the geopolitical factors influencing AI development in South Korea and the wider Asia-Pacific region.

Opening Remarks – Pari Esfandiari (4 minutes):
Highlighting how AI is reshaping power dynamics, influencing economic leadership, and presenting new ethical challenges that require both global and regional cooperation. Introduction of the panelists and overview of the session's flow.
Panel Interventions (21 minutes)
Naufal Suryanto (7 minutes): Presentation on the evolution of AI and ChatGPT, highlighting the transformative impact of AI adoption and its role in shaping the future.
Steve Park (7 minutes): Discussion on the intersection of AI and policy in South Korea and the broader APAC region. Focus on the challenges and opportunities of implementing AI-friendly policies that balance innovation with public interest, privacy, and ethical standards.
Jo-Fan Yu (7 minutes): Insights on AI governance, legal frameworks, and the regional geopolitical landscape. Discussion of Taiwan’s approach to AI policy and what lessons can be learned from Taiwan's experiences.

The moderator will engage all three panelists in a dynamic conversation based on the overarching questions and responses during their interventions. This discussion will allow for deeper exploration of themes such as:

o What role does the private sector play in shaping AI governance and policy, and how can companies ensure the responsible and ethical deployment of AI in your country and across the broader APAC region?
o How can your country manage the rapid pace of AI advancements while upholding robust data privacy, security measures, and ethical standards?
Geopolitical Dynamics and Strategic Alliances
o How do geopolitical tensions, especially between the US and China, influence AI development and governance in your country and the APAC region, and what strategic alliances could strengthen regional cooperation?
o What impact do international sanctions, trade wars, and broader geopolitical dynamics have on your country’s AI industry, particularly regarding technology transfer and international collaboration?
Regulatory Frameworks and Global AI Standards
o How do varying regulatory landscapes impact AI innovation in your country compared to other leading nations, and what key gaps must be addressed to maintain a competitive edge?
