Cofer Black had a 28-year career with the CIA’s Directorate of Operations. He was director of the CIA’s Counterterrorism Center (CTC) from 1992-2002. He briefed President George W. Bush on September 12, 2001. Ambassador Black graduated from USC with bachelor’s and master’s degrees in international relations before beginning his CIA career.
